Legislation Proposed in U.S. Senate to Replace Social Security Cards with Plastic Biometric Cards

U.S. Sen. Lindsey Graham (R-SC) has introduced a bill to aid in gaining operational control over the borders of the United States and to strengthen interior immigration laws. This bill will require the Department of Homeland Security to capture biometric data on all foreign nationals legally entering and leaving our borders and identify, track, detain and remove those whose overstay their visas. The bill also mandates an electronic employment verification system to identify unauthorized workers through data-sharing between federal and state agencies. [end] 

The Smart Card Alliance released a white paper entitled, “Securing Identity and Enabling Employment Verification: How Do Immigration Reform and Citizen Identification Align?”

The report looks at the various legislation enacted over the past 30 years and how it’s impacted identification. “A robust system of identification and secure identification documents is a key requirement that needs to be addressed in the immigration reform debate,” the paper states. “This white paper provides considerations for stakeholders in the debate on how the use of smart card and biometric technology can provide a high level of confidence in the identity of the document holder and help to validate status and entitlement.”

Cardlab, a Denmark-based developer of self-powered card technology, has announced that its Powered Biometric ID Card exceeds the requirements laid out in the proposed U.S. biometric Social Security card.

PerSay, a developer of voice-based identification authentication solutions, has announced the availability of new functionality available for use on Apple devices, such as the iPhone, iPad and iPod Touch. The new technology, called VocalPassword, is designed to replace virtual keyboard use for filling in user names and passwords with voice-based authentication of the user.

Will biometric Social Security card be included?

The U.S. Senate and House of Representatives will take up the immigration debate before the midterm election this fall, according to a Washington insider. Whether or not it will include provisions for a biometric identification card has yet to be determined.

Legislation has been proposed in the UK parliament to abolish the identity card scheme, according to a BBC news report. The 15,000 people who voluntarily paid for a card since the 2009 roll out will not get a refund.
