FBI program includes development of biometric center

The publishing of the 2010 Justice Department budget touched on a new intelligence gathering program for the FBI called Going Dark, according to a Wired article. Among the items laid out relating to the program is the creation of a Biometric Technology Center that is to be developed jointly by the FBI, Defense Department, Justice Department and the University of West Virginia.

The center is to be located at the Criminal Justice Information Services Division complex in West Virginia and will deal with research and development of various biometric technologies.


Other facets of the project include the creation of a database to include fingerprint, iris and DNA data. The three examples of biometric data being collected have been referred to by the FBI as Next Generation Identification. The contract for the development and maintenance of the database itself has been awarded to Lockheed Martin and is expected to cost as much as $1 billion.

NEC Corporation, a technology development company, has announced the creation of the NEC Biometrics Excellence Center, a core engineering competency center, in Bangalore, India.

The new center is intended to help drive the expansion of NEC’s multi-modal biometric solutions and security solutions business. The creation of the center is being touted as a first step towards NEC’s recently set goal of growing their public safety business. Additionally, similar centers are being planned for development in five other regions.

Human Recognition Systems, a developer of biometric solutions, has partnered with Thales to develop technology for the UK’s INSTINCT-Technology Demonstrator 2 (TD2) Airport Security Program. The INSTINCT-TD2 program is conceived in hopes of developing, trialing and showcasing the next step in airport security technology solutions by having the government work closely with private industry.

The card, called the SmartMetric Data Card, is a standard sized card that has the capability of holding multiple pages of data as well as being inaccessible without the holder first scanning his fingerprint on the card itself.
